To be completely honest I'd say haskell cobol c c++ c# python are all very good in my opinion but I'd not say it's that easy.
Long story short every language has an easy part and a hard part but I'd say the placement isn't right...

To be completely honest you could use the ones stated above but keep in mind that wanting to use Photoshop can be a pain in the butt since it requires a lot of processing power.
Own experience I've got a simple work laptop that has an i5-7200u 8gb ram and 512 ssd + 1tb HDD
But Photoshop is not nearly working properly due to relatively slow processing of images and high detailed projects.
It does run vs2017 like a charm building applications with a large size in a "fast" pace.

TLDR: aim for a little bit more expensive to get a better result else be patient!

Which would you use yourself if you wanted to make a 2D platform jumper as I'm going to try this out if I like it I might go in depth and advance to some more challenging things.
Haven't really looked into OpenGL yet thanks for the idea though definitely going to take a look at it :)

The preview was supposed to be online a few days ago so I assume the RC will be there in like a couple of months (approximately 3/4 months)
So in about half a year there will be a "stable" build

but for web development I like Php as well but for some reason I tend more to asp.net since it can sometimes do more in less time.
