Are you interested in like hardware programming or do you want to create windows programs or games or??
For c.. learn it the hard way. Find a book and start to get familiar with it :)..
For c# hmmm.. i watched a course about it on Lynda.com and i think the online resources for it is pretty good :)
I do want to point out though that lynda has some pretty good video-courses in regards to both c and c#

Lynda.com is pretty good :) he should however learn more than just basic CSS :) they have ALOT good content. :)

Well in general HTML and CSS isn't considered to be programming languages Like some others..
However.. someone Who can make very good looking responsive websites do deserve some credit as they need to be aware of all elements in the HTML and style them with "code". HTML and CSS does not contain functions and such. Once you get to javascript, Then we can start to talk code :) -

I learned c first and yes it is a good introductory language for other languages since it goes deeper as for concepts such as memory, all that other stuff and simply that you have to define more stuff..
tbh.. i learned Java in like 5 weeks after i had finished what i would call introductory C. (Only up to and including 'structures and basic memory functions')
If you want to start with java, then perhaps take a lynda.com course. It Isn't free though, but i find their courses extremely helpful.
Last Thing i would say is.. the first language can be hard since there are alot of new concepts to grasp.
So don't give up or think it isn't possible.. things won't make sence All the time.

And if you are looking to create an app for android then embark upon android studio :) do not attempt to create apps with gradle on intelliJ, netbeans or eclipse. I speak of experience...

Realizing that a problem is just something you haven't had the pleasure of meeting yet and that your task is to understand it so you can help others and yourself in the future, should the problem arise again :)
Oh and that, "that problem" needs to understand it ain't shit compared to you! Dominate it!

...Unless it's about hardcore "deep" C programs (FTP) (catching communication on port between zybo and a java simulator).. Then give up... xD..

Not sure if you are being sarcastic or not, but to just simply give a somewhat logical explanation to your "problem":
1. People first learned to speak
2. when sufficient time had gone by--
(That is, when groups of people felt the need as a whole to acquire better communication)
--some "chosen" ones sat down and invented written "descriptions" of communications.
3. These chosen were then, in most cases, instructed to teach others their newfound knowlegde.
Ofcourse, this can have its downsides, because the result from different groups of chosen could conflict..
And as such..today's World ;) -
