IMHO, windows GUI is sorta ugly; 7 was just massive, a little over the top with the glass, later in there was too many colors. Recently I've actually enjoyed older style, gray, rectangle themes, like in the nineties (Raheleigh, ThinIce, etc)

Ubuntu...
I don't like Ubuntu, the shell (Unity) is terrible, lots of crappy programs, BUT, you still can do just as much with it (because it's a GNU OS), allowing you to get started quickly, and then customize.
