I was more trying to understand if by “buying users” you meant buying ads. It seems you mean buying actual users. That seems pointless...isn’t that the point of marketing? To intrigue someone to download your app and use it, and hopefully have them pay you?

I started using Vultr.com
It seems pretty good so far. Virtual machines with a range of processing and memory depending on your needs.
There are also some mail services out there that are free to a certain level of usage. May be easier to manage. -
