This bug is happening 50% of the time, almost always alternating.
It was present in win 10, is in win 11 and probably will be in win 12.
MS either can’t fix it or doesn’t give a shit. Both options are very worrying. -
It probably does it by writing a "shutdown" file, which it then removes after reading, and then the update requires an additional reboot

I also loathe how they didn't plan for Bitlocker at all so you have to unlock the hard drive like 5 times until the install finishes. Like it's their OWN FUCKING ENCRYPTION SCHEME. Either figure out a way to save the key briefly, or batch all fresh boot stages at the end with a single reboot like every other OS.
