go to any forum like anandtech or linus tech tips .. i generally visit these two .. really great communities. there more im sure of that.

install CPUZ ... you ll need to research a little more regarding how much ram you can fit... use google or forums (plenty of them there)

its always good to have symmetric memory and also the brand... if you have a 4gb ram card currently then you shud get the exactly same one at the same clock speed (of the ram)... you cant put another freq ram and i have never tried putting another brand of ram with similar speeds ...

well i dont buy because im more of a pc gamer .. i spend a lot on Steam. But most of my friends are super cheap they wont spend a dime on things.

@fyroc you are right ATMs use Windows Compact Edition... its found mostly in places like airports metro stations etc. As for a netbook if it runs Windows any C C++ project could work ... if its a win 8+ you can use higher .net framework ...
if you arent comfortable with C then try ElectronJS/node webkit and JS fot running a win32 app in pure nodejs -

its so stupid some times. especially in JavaScript where you have minifiers for client side.

we use linters here for noobs. its like the first task in the CI so the build fails without even getting to the tests and build phase
