@horus remember that communication is bidirectional.

Offering someone small talk is a polite gesture that someone wishes to communicate.

Ignoring that someone doesn't wish to participate and declines the offer is being socially inept.

Especially private small talk, cause yeah.... not everyone likes that forced intimacy upon oneself.

Intimacy as non working stuff is private and should stay private in a work related meeting.

So no... it's not the programmer in this case who's socially inept.
