    When I see this kind of code I always wonder if there once was some other logic inside the if and else blocks. It could be domain stuff that changed, or simply logs for debugging that wasn't cleaned up enough.

    Usually it's done to put a breakpoint in the else clause usually when it's inside a loop and a conditional breakpoint is too slow. It shouldn't be committed but stuff happens.
