Lots of (AWS, Google) cloud providers have free tiers. Try that first for your pet projects.

AWS is just amazing, the pricing is ridiculously unbelievable and no need to say it can scale up to some crazy stuff like Instagram or the Amazon itself.
maybe not as straightforward as Heroku or Openshift at first, but it'll pay off in the long run... -
