Does anyone know a good reference for dealing with working permit in canada (In quebec if possible)?

I'm getting tired to hear "Your profile is good but we don't do closed working permit"

i live in Quebec but I don't speak French and the only place I worked for was abusive and did illegal things, never got in trouble for it, and I have PTSD and haven't worked anywhere else since because the idea gives me panic attacks and made me think suicide is a better option
