I just made this up but it seems true

There are only two ways 2 people can disagree about making a decision

One is if a person has more (or less) knowledge about the subject

The other is they both have sufficient information about the factors of the decision, but one person simply values a different set of principles than the other person

    This isn't true. People aren't logically omniscient. They might just have gone through different thought processes and not known exactly what they were.

    Two persons can disagree while both have the same set of insufficient information. So the second variant is definitely too specific.

    And humans can also disagree on purpose despite actually knowing better.
