To estimate if the issue is hardware, OS level or some other software issue you could try booting a Linux USB drive and see if it can run vsCode smooth as butter.
And check the temperature. I'm not sure if OSX actually throttles the cpu if the machine is over heating but when my old Mac got super slow I found it was hotter than hell and the task manager showed some "kernel task" running high on resources as fans sped up. This was potentially due to an old swollen battery. (Never quite figured it out if it could be saved though as I got a new M1 Mac from work) -

max199313731yMy chromebook linux environment had trouble with VScode for s long time.
It got worse with each update, and i didn't even have plugins installed. Just the stock Editor.
WTF is microsoft putting into the source code, lots of bloat it looks like.
