It depends what type of gov agency you are using since you didnt disclose it and there is ones that you can register your recently born children to get some service in the future or iunno, thus why you should gave us more info instead of take a guess ... man I sound either painfully autistic for not getting the "joke" or a way too jaded person that pass almost every weekends dealing with legal stuff and numb to this stuff
