Every manager does *not* need a heavy process they are championing. They definitely don't need to be enforcing it on other teams that don't need those changes.

Every manager that hides behind a process is a coward that doesn't deserve that position.

It is basically his / her insecurities and sheer lack of trust or mistrust even that forces them to enforce Arcadian rules in the name of process and policy!
