Tey clearing data+cache of play store and clear data of google play services.
Reboot phone. If it doesn't work, must be a host file error, look up a guide to fix your hosts file.
Not sure but give it a try, no harm xD.

Thanks for reporting. I've seen this a few times but I'm not sure what it is. Searching this error seems to suggest clearing the cache for the Play Store and Google services framework. Can you please try that?

Also, do you have multiple Google accounts logged in? It seems like this also happens if the primary account isn't a Play account that can pay.
