I used to do that thing on my robotics projects. When you are interfacing a button with pin of microcontroller and you are too lazy to solder a capacitor parallel with button, this is how you avoid debouncing.

hjk10155678yUnfortunately I am not a CS student but have seen similar crap produced by them often enough.
Never have the illusion that studying something is the guarantee for compitence... Unfortunately same goes for experience. It is usually a combination of the two with a passion to improve added in the mix.
