I wouldn't waste my time. Point them to a web builder (Simbla.com) or something similar. Then if he wants your help setting it up with one of these services give him an hourly rate. That's if you can be bothered.

Nojil14549yI don't charge less then $50/hr, if they want a flat rate, depending on size I charge $1,000-$2,000.
If they are fighting to go less I just move on to the next customer. I don't have time for haggling. -
Client will get what they pay for - or don't pay for. Keep in touch with the prospect as you can clean up the mess in a few months for your regular rate or higher if there is enough pain.
