Put it on something like Google cloud apps or redhat open shift.
That covers "distributed" and "Cross platform".
Hire an awesome UI designer that can code with the lots of moneys you asked.
I honestly think that person is just bullshitting you saying big words from the early 2000's and does not even know what they mean.
