Welcome to the real world where you encounter Job Descriptions (JD) that are utter jokes.

You'll most likely see the other widely known nonsensical JDs (going from requiring you to know a technology before it was created to being a whole team/department of your own). Not to the mention those who think Java == JS, Dev == IT Support and so on.

If you meant 75%+ of the requirement, you should apply.
