Par for the course sadly. The number of places I've seen insist resources that bill hourly use prohibitively underpowered equipment are in the decided majority.

Sounds to me more like a motivational problem from your side. The company has to arrange you a mandatory 1 week rehabilitation training with 9 hours per day tighly packed with consultant lectures and team exercised involving coloured cards and hats with animal pictures. This would help employees to understand the importance of time prioritizing.
