normally this is because of viruses manipulating group policies in windows
try checking the policies keys in regedit. -

Windows 10 now supports "Root User" similar to having root access! We blocked your admin account so you can't be God of your windows machine. We suggest you format your main volume and install a Linux Distro ;D -
Because you are NOT THE FUCKING ADMIN! It be an issue with the default Admin account made by the OS installation.

This is expected. You just have not understood the basic security principles of Windows 10. The idea is to make it almost impossible to use for users, slightly easier for devs - but still substantially annoying, and a cake walk for viruses.

youprat11598yRunning "Net user administrator /active yes", logging out, logging in as Administrator resolved it.
I think this is by design as I found online that this happened after updates and above solution worked. -
youprat11598y@codeRetard Not really. 😛 I was the admin before. For some reason admin privileges were disabled after the update.

This is exactly the issue I got after a clean install which led me to permanently chose Ubuntu
