A command-line animation command.

Input frames and an expression

It will be able to reorder frames, play video/frames/music in the background, smooth transitions, diff and patch frames and render into a video

It will be written in Go. No idea what to call it.

Tbh this is one of those things where I'd prefer a gui, but it does sound like a super interesting project!
