As a german I use the IT news platforms Golem and Heise. And sometimes t3n.

There are a lot of places. The ones I frequently check are slashdot, CodingHorror, TheDailyWtf, InfoQ, Oreilly Newsletters, InfoWorld, Hacker News (Ycombinator), Github Trending Repos, StackOverflow Weekly Digest, a few developer blogs
