@lazyDev off topic but plugged in, not charging is normal even without battery issues.
Its better for battery life to let it drain to around 90% before starting to charge than keep topping it up from 99%. -
@kwilliams iPhones battery life sucks, but at least their informations are simple. Sure, technically the battery is at 96% but for that type of battery that is "full", even though you need to start charging at ~90%. But until then, you can adjust the curve to still show 100% at ~98%.
Even better for low battery shutdowns. I can trust iOS's 3% to die shortly, not like Android where it may or may not can work hours. I was once reading 1%, full white brightness for an whole hour.

Idk my dual boot Ubuntu too doesn't charge completely. Maybe because it's built in to firmware. I use a HP Pavilion with widows and Ubuntu on dual boot.
