Requests are the same, i dont remember being a data header, but the average response size can signal the demand for bandwidth (e.g. downloading something is consistent big chunks of data)

I was wondering how ap decides about the bandwidth given to each node.
Does it depends on the order they
got connected or just how much the node requests?
The question is how this distribution gets calculated.
