Whatsapp technically is only for people over 16 per EULA or AGB or let me look that up real quick.

I don't think it will work, and I think it won't be regulated. This is just to save their ass when people eventually are going to complain that they sell (private)data of under aged kids...
Then they can and probably will say something like
"ooh but we don't sell under aged data cuz those people shouldn't use the app. So it's their own fault"
I genuinely hate these kind of practices... Unless they regulate it -
