@Lisanna It was designed by people who were thinking about laying out documents, not apps. Then they added the features to do app layout properly, but until recently we were stuck supporting old browsers. Now the MS has canned Internet Explorer 10 and older, we're a lot freer and the situation is much improved.

CSS positioning is not that hard unless you start mixing gloats qith absolute positions
