You really should choose the hardware first, then the os, and finally the language/libs you'll use, I think

@nbamaral i guess some cheap china mediatek ARM. But for a prototype a raspberry pi. It should be always on or at least recover from sleep very quickly.

Hope you don't plan on selling that in Germany. Has been made illegal since a company made smart teddy bears and followed no security standards whatsoever.

Some form of embedded Linux or Android, even an old version, but you'll eventually have to code / customize something. Planning on doing all Web? -
